The Atlanta Beltline, homeless-services nonprofit City of Refuge and developer TBG Residential are nearing construction on 350 Chappell Road, a 218-unit apartment project in Grove Park and Bankhead where every unit will be affordable, set at 30-80% of area median income.
The partners bought the 6.3-acre site in June 2023 after public meetings that began that spring, and the Georgia Department of Community Affairs awarded the project Low-Income Housing Tax Credits in February 2025. The funding stack layers $2 million from the Beltline TAD increment fund and tax-exempt bonds through Invest Atlanta with Synovus and Regions/Fannie Mae financing and an Atlanta Housing co-investment commitment.
Groundbreaking is expected this year, adding to the roughly 4,400 affordable units the Beltline has delivered toward its 2030 goal along the Westside Trail's Segment 4.
Why it matters
It's a direct Beltline-led counterweight to the displacement pressure the Atlanta Mission story above is also about, a few blocks away on the same trail segment.
