More than 200 people turned out in Riceboro over the Tradeport East wastewater treatment facility, and the argument is about who pays for it. Treatment capacity is the quiet thing that decides whether industrial development can happen at all: without somewhere for the waste to go, nothing gets built regardless of zoning.
