Leasing has started at The Garrison, TPA Residential's 228-apartment, 63-townhome project at 1104 Avondale Avenue SE in Boulevard Heights, two blocks from the Beltline's Southeast Trail. The 8.2-acre site was a city-operated drinking water chlorination facility before it was abandoned and became an informal landfill; neighbors called the resulting debris pile "Mount Rubbish."
TPA spent roughly $7 million removing about 150,000 cubic yards of buried waste, then added another $1 million for Beltline-facing lighting and landscaping. One-bedrooms start at $1,545 a month and three-bedroom townhomes reach $3,690; 43 units, 15%, are reserved as affordable at 80% AMI or below under the Beltline's inclusionary housing rule.
TPA is also building The Penman, a 275-unit project with ground-floor retail, elsewhere along the same trail segment.
Why it matters
It shows what it actually costs to turn a polluted industrial leftover into Beltline-adjacent housing, and how the trail's inclusionary rule plays out unit by unit.
